To strengthen personnel management for standardized residency training in the city, this measure has been specially formulated based on the guiding principles outlined in the "Opinions on Promoting the Establishment of a Standardized Residency Training System in Beijing" (Jingwei Kejiaozi [2012] No. 10), jointly issued by the Municipal Health Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Finance Bureau, and the Municipal Education Commission, while taking into account the practical realities of standardized residency training in our city.
I. General Provisions
(1) These guidelines apply to personnel engaged in clinical practice who are participating in the Beijing Residency Training Program (hereinafter referred to as "trainees," excluding those from the military system).
(II) "Trainers" are categorized into commissioned trainers and self-directed trainers.
A commissioned trainee is someone who has signed an employment or labor contract with a medical institution based in Beijing (hereafter referred to as the "employing unit"), and whose training is arranged by the employing unit through a designated training base. A self-funded trainee, on the other hand, is someone who has not entered into an employment or labor contract with an employing unit but has voluntarily chosen to participate in training at the designated training base.
(III) Personnel management for standardized residency training shall adhere to the principles of people-oriented approach, categorized management, equal and voluntary participation, and contract-based administration, ensuring the legitimate rights and interests of both parties. Employing institutions and training bases will collaborate closely according to their respective responsibilities, implementing a tailored personnel management model that aligns with these roles.
II. Personnel Management for Individuals Under Commissioned Training
(IV) Personnel undergoing commissioned training will sign an employment contract or labor contract with their employing unit, occupying positions within that unit. Their personnel files will be managed according to the relevant regulations of the employing unit. Meanwhile, the employing unit will enter into a commissioned training agreement with the training institution, ensuring that after completing the program, these personnel return to work at their original employing unit.
(5) Personnel undergoing commissioned training will receive a basic salary and have housing provident fund contributions paid by their employing organization. The associated expenses will be borne by the employer, while the municipal finance will provide a fixed subsidy. Performance-based pay will be determined based on the trainees' education level, qualifications, and job performance. The training institution will determine the payment amount—referencing the pay levels of similar staff within its own facility—and will promptly inform the employing organization. This payment will also be factored into the wage base used for social security contributions. Additionally, the total amount allocated for the training institution’s performance-based pay will be calculated separately, with all related costs covered by the institution itself.
(6) The annual performance evaluation of personnel sent for training shall be conducted based on the recommendations provided by the training base, with the final evaluation grade determined by the employing organization. All relevant evaluation documents must then be submitted to the employing organization for archival purposes.
(7) During the training period, the duration of commissioned training will count toward the employee's length of service with the employing organization. Unless required by laws, regulations, or specific policies, trainees who fail to obtain the standardized residency training certificate within the prescribed training period may, upon mutual agreement with their employer, choose whether to continue the residency program. In such cases, the employing organization and the training institution will sign an extended training agreement, with both the employer and the individual sharing the costs of the additional training. The employer will continue to pay the trainee’s base salary, while performance-based bonuses will remain the responsibility of the training institution. Notably, the municipal government will no longer provide a fixed subsidy to the employing organization for these commissioned trainees.
(8) Approval for entry into Beijing and household registration management of trainees from non-Beijing origins will be handled through the original channels.
III. Personnel Management for Self-Training Staff
(9) Self-trained personnel sign a training agreement with the training base and enter into a labor contract with the labor dispatch agency designated by the training base. These individuals do not occupy positions at the training base, and their personnel files are managed by an authorized institution entrusted by themselves, as per relevant regulations. Meanwhile, the labor dispatch agency signs a labor dispatch agreement with the training base. Upon completion of the training program, the training agreement automatically terminates, allowing self-trained personnel to pursue employment independently. Their personnel files will then be transferred and managed according to the recruitment unit’s established guidelines.
(10) The labor compensation for self-trained personnel will be paid and managed by the labor dispatch company designated by the training base, based on the prevailing rates for similar positions. The associated funding will be jointly covered by the municipal finance department and the training base: Specifically, the basic labor compensation and the employer-paid portion of social security contributions—both in accordance with regulations—will be fully funded by the municipal finance, while any additional labor costs beyond this will be borne by the training base. The basic labor compensation will align with the standard salary levels typically offered to comparable employees.
(11) The annual performance evaluation of self-trained personnel will be determined by the training base, and the relevant evaluation materials will be submitted to the archival institution for filing.
(12) During the training period, self-funded trainees will have their training years counted toward their total work experience. Except for reasons specified by laws, regulations, or policies, trainees who fail to obtain the standardized residency training certificate within the prescribed training period must consult with the training institution regarding whether to continue the program. Those who decide to stay on will sign an extended training agreement with the institution, covering all associated costs personally. As a result, the municipal government will no longer provide the trainees with their basic salary or contribute to their social security contributions; however, other forms of compensation will continue to be disbursed through the original channels.
(13) Non-Beijing-origin self-funded trainees who obtain the Certificate of Completion for Standardized Resident Training and are subsequently recruited by medical and healthcare institutions in this city may, in accordance with local regulations, apply for Beijing household registration following the same procedures used for newly graduated non-Beijing residents hired that year. Those employed at grassroots-level medical and healthcare facilities in the city will be given priority in the relocation process.
IV. Other Provisions
(14) Regarding social insurance issues for commissioned trainees and self-trained personnel, follow the current national and municipal regulations.
(Fifteen) According to the "Physician Practice Law" and relevant regulations, trainees are eligible to take the physician qualification exam, with the application process handled by their respective training institutions.
(Sixteen) Training personnel who have obtained professional qualifications must participate in the regular physician assessment according to the relevant provisions of the "Provisional Measures for the Management of Regular Physician Assessments in Beijing." The assessment tasks will be carried out by their respective training institutions, which will then submit the assessment records—either to the employing organization for archiving (in the case of commissioned trainees) or to the designated archival institution (for independently trained personnel)—for long-term storage.
(17) For medical graduates with bachelor's degrees or higher who graduated after 2012, healthcare institutions at all levels in the Beijing area must require the "Certificate of Completion for Standardized Residency Training" as one of the essential qualifications for candidates to sit for the intermediate-level clinical medicine professional qualification exam. Additionally, trainees who complete their residency and subsequently join community health service organizations will be allowed to take the intermediate-level general medicine professional qualification exam one year earlier than usual, and under equal conditions, they may receive priority consideration for appointment to a full-time attending physician position in general medicine.
(18) Trainees must adhere to the training base's rules, regulations, and work discipline. Medical professionals online at www.med126.com. Any violations of work rules, operational procedures, or disruptions to workplace order will be addressed by the training base according to the specific circumstances, with timely notification sent to the employing organization, the labor dispatch agency, and the institution responsible for archiving the trainee's records.
(Nineteen) After the city implemented a unified standardized residency training program for physicians in 2012, medical and healthcare institutions in Beijing—except those serving as training bases or approved entities—are prohibited from directly hiring clinical medicine graduates holding bachelor’s degrees or higher from medical schools to work in clinical roles within their organizations. During the initial three-year transition period, measures such as rehiring retired professionals, assigning attending physicians from secondary and tertiary hospitals to provide regular services at grassroots-level facilities before advancing to senior positions, and encouraging physicians to practice at multiple locations have been adopted to facilitate this change.
(Twenty) Other matters not explicitly covered herein shall continue to be governed by relevant national and municipal documents.
(21) These Measures shall come into effect 30 days after the date of their promulgation.
